A water stain on a ceiling can be painted out for good, but only in the right order: the leak is fixed, the drywall is dried and checked, the stain is sealed with a stain-blocking primer, and then the ceiling is painted, usually in full. Paint straight over the mark and it will be back through the new coat within a day or two.
In Barrie and the rest of the Simcoe County snowbelt, most of the ceiling stains we see come from ice damming on the roof, an overflowed tub or a plumbing repair upstairs. The fix is the same whatever caused it.
Step 1: The Leak Has to Be Fixed First
A stain is the visible end of a moisture problem, and painting it does nothing about the water. If the roof, flashing, tub surround or pipe is still leaking, a freshly painted ceiling simply stains again, and the hidden damage above it keeps growing.
So before anything is quoted, the first question is whether the source has been repaired. Ice-dam stains near exterior walls usually need the roof side dealt with first. Stains under a bathroom usually trace back to a failed seal around the tub, shower or toilet.
Health Canada's guidance on mould in the home puts the order plainly: "Fix causes (leak or infiltration), dry wet surfaces within 48 hours." A ceiling that got wet and was dried quickly is a painting job. One that stayed wet for days may need more than paint.

Step 2: Make Sure the Drywall Is Dry and Sound
Once the leak is fixed, the ceiling has to dry out completely. A stain that still feels cool or soft, or that keeps spreading at the edges, is still wet.
Then the drywall itself gets checked:
- Firm and flat, only discoloured: a normal stain. It gets sealed and painted.
- Small bubbles, a lifted seam or a cracked tape joint: these are scraped, filled and sanded flush as part of the paint prep.
- Sagging, crumbling or mouldy drywall: this is no longer a paint job. The damaged section needs to be cut out and replaced by a drywall or restoration contractor first, and then the ceiling can be painted.
Step 3: Seal the Stain Before Any Paint
This is the step that decides whether the stain stays gone. A dried water mark is full of minerals and residue that dissolve again when water-based paint goes over it. The wet paint pulls the brown colour straight back up into the new coat, and a second or third coat just repeats the problem.
The fix is a stain-blocking primer over the mark and a little past its edges, left to dry fully before any ceiling paint goes on. Our ceiling painting service page explains why primer is not optional on water stains, and which types of primer seal them.

Spot Repair or the Whole Ceiling?
Even with the stain sealed, painting just the stained patch rarely works. Ceilings catch light at a shallow angle, so a touched-up circle shows as a slightly different sheen or shade from across the room, especially on an older ceiling that has yellowed.
In most rooms the finished result looks right only when the whole ceiling is painted edge to edge after the primer has dried. That is why a ceiling stain quote usually covers the full ceiling of the room, not just the spot. If the stain sits in an open-concept space, the ceiling may need to be painted to a natural break, such as a bulkhead or the edge of the room.
Our post on whether to paint the ceiling too covers how to tell when the rest of the ceiling is due anyway.

What It Means for the Quote
When you compare quotes for a stained ceiling, check that each one includes:
- Confirmation the leak is fixed before work is booked, not after.
- Repairs to any lifted seams or bubbles as part of the prep.
- Stain-blocking primer over every mark, listed as its own step.
- The full ceiling painted, or a clear note of where the paint will stop.
- Protection of the floor and furniture below, since ceiling work drips.
A quote that only says "paint ceiling" may skip the primer, which is the step that makes the stain stay gone.
